also you know you can avoid this problem entirely in an internet web html news article by just using italics or something instead of quotes

@eevee Yeah I regularly use italics to indicate what my search query was if the query did not in fact use quotes.

@Malcolm_Ocean for me I find that with my close friends, we can use the earlier levels in conversation and be understood to mean the latter

@visakanv Totally, although I think a lot in those cases depends on the tone, and I still think it's worth defaulting to more nuanced words.
